HfpMicSr toggle: use cr-toggle

Changes:
* Replace settings-toggle-button with cr-toggle. See
  http://b/329604260#comment4
* Follow https://crrev.com/c/5133314 to change the toggle state.
* Update the device_page_test

TEST=1. autoninja -C out/Debug_chromeos/ chrome/test:browser_tests && \
    testing/run_with_dummy_home.py testing/xvfb.py \
    out/Debug_chromeos/browser_tests \
    --gtest_filter='OSSettingsDevicePeripheralAndSplitEnabledRevampDisabled.DevicePage'
     2. autoninja -C out_eve/Release chrome
     3. deploy to DUT and check the toggle manually
