Port animation-*-event-destroy-renderer to WPT

Though the test is effectively a crash test, it cannot be implemented
as such since the ported test uses variants.  Authored as a promise
test.  The test triggers a change during event handling that will
result in animations being cancelled, which must be handled gracefully.
