Remove DevTools excluded files from the Fuchsia build

This CL removes a workaround implemented in crrev.com/c/2716243
in order to land the change removing the runtime deps for the
overlay: crrev.com/c/2732386 This CL needs to land first to allow
landing the DevTools CL. Otherwise, removing runtime deps causes
