shimless: Move compliance questions to top, move compl. info to bottom

This CL moves the compliance questions to the top of the questions on
the DeviceInfo page, and also moves the compliance status message out of
the scroll area so that it's always visible (if present, based on
feature level). Check out the screenshots/videos below to see it in
action.

There's a big diff in this CL, but that's mostly because I'm moving
a bunch of markup around.

Also note that I moved .input-wrapper out of the shared CSS file because
it's not used anywhere else.

Verified on two DUTs (Blooguard and Phaser360S).
