utr: Add highlight error msg when a builder's prop file isn't found

When failing to find a builder's prop file, this makes the output red
for easier parsing, and makes the errors msg a little more helpful.

This also changes how the cipd install command is printed to color
the line before the cmd cyan, and to print the actual cmd via the
"basic_logger" to avoid rich from randomly coloring different parts of
the command.
