p13n: disable PersonalizationAppSeaPenBrowserTest

When https://crrev.com/c/5405710 landed to re-order templates,
it missed a test case in perosnalization_app_test.ts. However,
it went through CQ because PersonalizationAppSeaPenBrowserTest
was already auto-exonerated due to flaky failures.

Disable the test for now while it is being fixed.
