Increase time outs in testFirstRunSkippedSharedPreferenceRefresh.

Currently seeing timeouts causing flakes. It seems like these polls
usually finish much faster than their timeouts, and something else is
going wrong. Push out the timeouts for now, to rule this possibility
out.
