[DIPS] Update expiring histograms

This CL updates the histograms.xml entries for Privacy.DIPS histograms
which were previously scheduled to expire after 2022-12-01 to expire
after 2023-05-01 instead.

This CL also removes the histograms.xml entry and associated code for
the Privacy.DIPS.CookieAccessFilterResult{DIPSCookieMode} histogram,
since it is no longer needed.
