[CrOS Cellular] Add Network Device Info dialog

This CL adds a new network-device-info-dialog component that
shows EID QR Code and IMEI of the device. A new internet-subpage-menu
that displays a triple-dot context menu in the network subpage title
bar is also added as an entry point into the device info dialog.

Most of the EID QRCode behavior is copied from the existing
cellular-eid-dialog component. This component and it's corresponding
menu is cleaned up in a followup CL.

fake_canvas_context.js was copied from chrome/test/data/webui/cr_components/chromeos/cellular_setup.
This file at that location is cleaned up in the followup CL.
