Optimize IdentifiabilityStudyHelper::ShouldUpdateBuilder

As long as we're keeping the code for the identifiability study
we need to at least streamline the most common code path which skips
the data collection.

Optimize branch predictions for these hotspots. Only about a quarter
of these call sites have coverage under the current PGO page set.

This change improves MotionMark Canvas Lines by 0.3%
