Remove obsolete Win ANGLE x64 bots

win-angle-rel-64 + win-angle-deqp-rel-64 were replaced by
win-angle-chromium-x64-try + win-angle-x64-try

Remove them and the CI bots that they've mirrored,
as well as the manually triggered trybots for these CI bots.
