Log the actual HTTP response code when net error is HTTP failure

Previously, for all metrics logged in RecordHttpResponseOrErrorCode,
HTTP failures are all logged as HTTP_RESPONSE_CODE_FAILURE. We should
log the actual HTTP response code in this case.

Histograms affected:
SafeBrowsing.RT.Network.Result
SafeBrowsing.V4Update.Network.Result
SafeBrowsing.V4GetHash.Network.Result
SBClientPhishing.ClientModelDownloadResponseOrErrorCode
