Delay expiry of frequently used histograms.

Updates the expires_after attribute for 423 histograms that show
frequent access in the past 180 days.  These are the 99% most
frequently used histograms over that time that have an expiry date
(or milestone equivalent) between 2024-03-15 and 2024-05-29.
