Move files from components/ip_protection into subdirectories

This is a straight-up rename of a bunch of files that were sitting
directly in //components/ip_protection. In the end all of the relevant
files are in the ":ip_protection" and ":unit_tests" targets, eliminating
the ":common" and ":common_unit_tests" targets.
