[IOS][Omnibox] Handle actions logging

This CL:
- Handles logging to UMA whenever a button is shown or tapped.
- Add a static method in OmniboxActionsInSuggest to record to UMA.

Adding the static method to avoid storing the cpp pointer in
the objective C object.

in a separate CL.
