Revert "Run virtual tests in chrome_wpt_tests"

This reverts commit 96270436.

Instead of totally remove `--no-virtual-test`, we now check
if product is headless shell or chrome, and enable virtual
tests accordingly.

Reason for revert: <We still need to skip virtual tests on mobile>
