iwlwifi: mvm: Add list of OEMs allowed to use TAS

Add list of vendors that are allowed to use TAS and check it
against the value provided in the SMBIOS manufacturer field.
Initially add the following approved vendors: HP, Dell, Lenovo and Samsung.
