spi: Remove CONFIG_ prefix from Kconfig select

commit a2ca53b5

 ("spi: Add HiSilicon v3xx SPI NOR flash
controller driver") likely inadvertently used a select statement
with a CONFIG_ prefix, remove the prefix.
