crypto: octeontx2: change invoke parameters to adapt new kernel

commit 919d13a7(devlink: Set device as early as possible) has changed
the parameters of function devlink_alloc() and devlink_register(), follow
this change for function otx2_cpt_register_dl() to match kernel interface.
