net: macb: Correct WOL CAPS value

Currently MACB_CAPS_WOL and MACB_CAPS_MIIONRGMII are the same.
Make MACB_CAPS_WOL unique to fix the same.
This could only be a potential issue on systems with phy-mode
as "mii".
