pcie:s32gen1: Fix RC enumeration

This partially reverts commit
d07ac5ef78ef43b5d834c27639c1a5b5f96fa224,
which somehow breaks the enumeration.
Most precisely, EPs are probed but not functional, e.g:
e1000e NIC is probed but any traffic hangs, NVMe SSDs do
not show the partitions to devices list.
