octeontx2-af: avoid RXC register access in FLR on CN10KB

Avoid RXC register access in FLR on CN10KB as CN10KB doesn't
support reassembly. Also use alias lock to access ALIAS register
instead of using rsrc lock since all the ALIAS accesses
should be protected using ALIAS lock.
