RISC-V: defconfig: Move CONFIG_PCI{,E_XILINX}

eb01d42a ("PCI: consolidate PCI config entry in drivers/pci")
reorganized the PCI-related Kconfig entries and resulted in a diff in
our defconfig.  This simply removes the diff.
