octeontx2-bphy-netdev: Added ioctl to set low level link state

This patch adds ioctl support to set the low level link state
of RFOE and CPRI links from ODP BPHY application. The initial
link state of thse links are not known to the netdev driver, so
the low level link is set to RUNNING state upon intf bring UP.
The ODP application must poll the actual link state and pass
the information to the netdev driver.
