v4l: xilinx: multiscaler: cleanup VIDEO_DEV dependencies

commit 9958d30f("media: Kconfig: cleanup VIDEO_DEV dependencies") removes
the VIDEO_V4L2 config. With this Xilinx Multiscaler driver doesn't build as
its KConfig still has VIDEO_V4L2 as dependency.So remove it to
get Xilinx Multiscaler driver to build.
