octeontx2-pf: Backport physical link settings

The current implementation does not reject user requested
modes event its not in support modes list. This patch
adds the same. Refactore the code such that adds input
validation before acquiring mbox lock.

Pass advertisied mode directly instead of BIT_ULL.
