octeontx2-pf: Fix DWRR configuration for VF HTB root node

Previous patch introduced a bug where installing HTB root node for VF
driver causing kernel panic. This patch fixes is this issue and also
configures htb_maj_id value and root node dwrr priority with
aggregated level dwrr priority.
