octeontx2-af: Add representor mbox definitions

This patch define two boxs GET_REP_CNT and ESW_CFG.
GET_REP_CNT is used to get the number of representor
to be created. "ESW_CFG" to install tcam rules to
stree traffic between representor and representee
get install.
It also define "is_rep_dev()" function, to identify
the representor devices.
