wifi: ieee80211: clean up public action codes

WLAN_PUBLIC_ACTION_FTM_RESPONSE is duplicated with
WLAN_PUB_ACTION_FTM, but that might better be called
WLAN_PUB_ACTION_FTM_RESPONSE; clean up here.
