Merge additional power management documentation udates for 5.18-rc1:

 - Add Intel uncore frequency scaling documentation file to its
   MAINTAINERS entry (Srinivas Pandruvada).

 - Clean up the AMD P-state driver documentation (Jan Engelhardt).
