drm/xe/uapi: Rename XE_ENGINE_PROPERTY_X to XE_ENGINE_SET_PROPERTY_X

Engine property get uAPI will be added, so to avoid ambiguity here
renaming XE_ENGINE_PROPERTY_X to XE_ENGINE_SET_PROPERTY_X.

No changes in behavior.
