         Adding commands to ATF via registers is neither scalable
         nor accomodates passing larger parameters for features
         i.e. MACsec keys.
         This feature will group commands and pass associated
         parameters via a shared memeory as a single command(and
         feature code will decipher subcommands).
         Currently  Implements:
         - Infra to pass MAC Advance commands to ATF
         - Currently supported feature : MACsec
         - This infra can be extended to add other MAC advance
           features.
