driver:phy:macsec: Corrected MACsec Key input format passed to ATF PHY driver.

Kernel module phy_7121p_macadv_features.ko sets MACsec
key(16 bytes) via ATF phy driver. This change will fix
Key input format to be match with Linux MACsec
implementation i.e passing a key string instead of
formatted string.

Fixes: tx/rx key format for MACsec(IPBUSW-32811)
