octeontx2-af: utilize hardware FLR support in SSO
commit a8e7de98bcc87f8d4e6c584c8c27a50b27d56146 from git@git.assembla.com:cavium/WindRiver.linux.git The CN10KA B0 and CN10KB SSO hardware now have the ability to carry out certain steps of the software FLR routine. As a result, the kernel FLR routine has been updated to utilize this newly enabled feature. HW FLR performs five steps. It includes invalidating the cache of the workslot, cleaning the prefetch entries within the workslot, emptying all SSO queues, and writing reset values to the related registers.
