arm64: dts: rk3399: sync rk3399.dtsi from 6.1-rc1

Sync rk3399.dtsi and associated bindings includes. Fix up building
of clk/rockchip/clk_rk3399.c for the changes as well as adjusting
the rk3399-u-boot.dtsi for the new upstream pieces.
