tools: Makefile: prepare for CONFIG_IS_ENABLED changes by adding CONFIG_TOOLS_xxx

CONFIG_IS_ENABLED(FIT_SIGNATURE) will check for
CONFIG_TOOLS_FIT_SIGNATURE. So define it now in preparation.
