Merge branch '2020-06-16-dm_spi-kconfig-updates'

- Update some of the Kconfig logic for DM_SPI and make wider use of
  CONFIG_IS_ENABLED()/etc.  This exposed missing implicit SPL_DM_SPI
  cases.
