ARM: dts: rmobile: Restore increase off-on delay on the SD Vcc regulator

This patch restores commit c49d0ac3 ("ARM: dts: rmobile: Increase off-on
delay on the SD Vcc regulator"), which was accidentally dropped during DT
resync in commit 317d13ac ("ARM: dts: rmobile: Synchronize Gen3 DTs with
Linux 5.0").
