powerpc: Fix inverted SET_FULL_REGS bitop
stable inclusion from stable-5.10.24 commit 1f372e89567b38ddc9e0b6ff8d792d3bf5a22f36 bugzilla: 51348 -------------------------------- commit 73ac7988 upstream. This bit operation was inverted and set the low bit rather than cleared it, breaking the ability to ptrace non-volatile GPRs after exec. Fix. Only affects 64e and 32-bit.
