net: hns3: fix bug when initialize the RSS tuples for SCTP6

For hardware limitation, SCTP6 does not support RSS tuples source
port and destination port, so those tuples info should not be show.
Removing the source port and destination port info when initialize
for SCTP6 to fix this bug.
