!4115 Intel: Backport In Field Scan(IFS) SAF & Array BIST support for GNR & SRF

Intel In Field Scan (IFS) is a hardware feature to run circuit level tests on a CPU core to detect problems that are not caught by parity or ECC checks.


This PR is to support In Field Scan(IFS) SAF & Array BIST for GNR & SRF platforms.
It is upstreamed in v6.7-rc1.
