Ubcore add find jetty/jfr, and user ctl api, which will finally call
hw driver's registered method.

ubcore_find_jetty/jfr: find jetty/jfr/jfs/jfc in hashtable.
ubcore_user_control: handle operation of user ioctl cmd.
