staging: r8188eu: merge ReadEFuseByIC into rtl8188e_ReadEFuse 



The rtl8188e_ReadEFuse function is just a wrapper to call ReadEFuseByIC.
Copy ReadEFuseByIC into rtl8188e_ReadEFuse and remove ReadEFuseByIC.
