!564 usb: disable soft retry for EJ188 controller

EJ188 has the similar problems like the AMD xhci controller AMD_PROMONTORYA_4 and AMD_PROMONTORYA_2,
so disable soft retry for it using XHCI_NO_SOFT_RETRY quirk.
