Uburma add implementations of handling create/delete jfs cmd from
user layer.

This will make kernel possible to handle urma_create_jfs/urma_delete_jfs
api in user-layer urma.

Create jfs will finally call ubcore_create_jfs. The created jfs will be
related to a uobj.
