sw64: expand the occasion for using legacy power management

In the previous commit, we implement legacy power management for
some guest os kernel under some circumstances when running without
efi loader support. However, we find that there exists a situation
of using the published BIOS without reset interface. It is also
suitable for legacy power management.

In order to distinguish whether the current BIOS improve reset
interface, we add a BIOS version entry to configuration table.
