ipv6_tunnel: Rate limit warning messages
stable inclusion from stable-v5.10.96 commit feb770cc00a8eb268c787d5195af9b9abdcd2226 bugzilla: https://gitee.com/openeuler/kernel/issues/I55NWB Reference: https://git.kernel.org/pub/scm/linux/kernel/git/stable/linux.git/commit/?id=feb770cc00a8eb268c787d5195af9b9abdcd2226 -------------------------------- commit 6cee105e upstream. The warning messages can be invoked from the data path for every packet transmitted through an ip6gre netdev, leading to high CPU utilization. Fix that by rate limiting the messages.
