!869 LoongArch: defconfig: Enable a large number of configurations

1) Referring to other architectures to enable a large number of
configurations.
2) change CONFIG_NR_CPUS to 256
3) change ipmi driver related configs to y
4) change CONFIG_FRAME_WARN to 4096
