!228 Intel SPR: Fix watchdog blocking reboot issue on ACPI WDAT watchdog enabled system for OLK-5.10

This is a cherry-pick of [PR81](https://gitee.com/openeuler/kernel/pulls/81) from openEuler-22.09 branch.

This patchset is to fix watchdog blocking reboot issue on ACPI WDAT watchdog enabled system.

The second commit [watchdog: wdat_wdt: Stop watchdog when rebooting the system](https://gitee.com/openeuler/kernel/commit/c2e5f8206e86d293788d0ab0efe8793440d6ac7e) was already applied in the previous commit https://gitee.com/openeuler/kernel/commit/f83126ea61c4f69e309801d33d2366b59c0e4b27
Thus only two commits are applied.

 **Test:** 
Without this patchset, on ACPI WDAT watchdog enabled systems, system soft reboot will lead to system hang.
With this patchset, on ACPI WDAT watchdog enabled systems, system reboot works fine.
