hac: sec: add initial configuration in sec_engine_init

Currently, AM_SINGLE_PORT_MAX_TRANS config through bios.
When hardware error occurs, this config will be cleared by resetting.
So we should also add config in engine initialization.
Besides, we should extrally add SAA enable config to avoid silent error.
